Summary
The 9x19mm pistol is a common pistol type manufactured for both combat and police applications, with many civilian models as well. The 9mm chamber is incredibly powerful, though less so arguably than some .45 rounds, and with less range. The 9mm chamber is incredibly common, unlike other more proprietary round chambers, so the "9mm" gun name could theoretically refer to a wide range of possible weapons, platforms, and configurations.
The VSS Vintorez accepts the 9x19mm pistol cartridge which is incorrect. The real-life rifle uses a cartridge with the dimensions 9x39mm and was designed specifically to be subsonic yet powerful.
